(01)   About

Your trusted GCC advisory partner.

  • Presence

    3

markets we work across day to day

Finland, Saudi Arabia, and the UAE. European engineering expectations and GCC commercial reality, held in the same room.

  • Focus

    9

sectors along a single value chain

From waste management and material recovery through RDF, Waste-to-Energy and Waste-to-Value, down to the municipal and industrial infrastructure beneath them.

  • Part of

    3

companies in the KOVA GCC ecosystem

Development, operations and maintenance, and project financing. The advice is grounded in projects the group is delivering, not only ones we have studied.

  • Clients

    10

    years partnering with Nordic industry

Finnish, Nordic, and European companies entering, expanding, bidding, investing, and developing projects across the GCC.

We combine local market knowledge with circular economy, PPP, project-development, commercial, and financing expertise, so a decision about the region is made with the region, not from a distance.

(02)   Advisory

Six ways to engage us.

Every engagement is scoped to a decision you actually need to make, from a rapid screen of one opportunity to a continuous retainer across your whole GCC agenda. Across four areas: market, commercial, project, and finance.

  • A fast, structured read on whether one specific GCC opportunity is worth pursuing.

Rapid assessment of a specific GCC opportunity, covering market potential, stakeholders, strategic fit, commercial attractiveness, local requirements, and key risks.

You get a clear go or no-go position before committing budget or management time to the region.

    Market
  • Choosing where to play in the GCC, and how to get established there.

Practical support for selecting or expanding priority GCC markets, customers, partners, entry models, and commercial positioning.

We work the options through with you, then help put the chosen route into motion rather than handing over a recommendation.

    Market
  • Advisory and coordination through GCC PPP and infrastructure tenders.

Tender review, bid strategy, consortium structuring, risk allocation, and commercial positioning.

We help you read what the authority is actually asking for, and assemble a consortium and a bid that answer it.

    Commercial
  • Testing whether a proposed GCC project holds up under scrutiny.

Technical, commercial, financial, operational, and implementation assessment of a proposed GCC project or business initiative.

Developed to the standard that lenders and authorities expect to see, so the case survives contact with the people who fund it.

    Project
  • An early read on a GCC company, asset, or joint venture before due diligence.

Early-stage assessment of GCC companies, projects, assets, and joint ventures.

Weak opportunities are set aside before you commit to the cost and the calendar of detailed due diligence.

    Finance
  • Continuous access to the team, across your whole GCC agenda.

Ongoing access to KOVA's GCC market, circular economy, PPP, project-development, and financing expertise.

Suited to companies running several live threads in the region rather than deciding a single question.

    All four areas

Saudi Arabia’s waste management market is worth $27.4B and growing at 6.5% a year. Across the GCC, 60–85% landfill diversion is mandated by 2035, up from 5–10% today, and $7B+ is targeted at Saudi waste infrastructure through 2030. The Kingdom commands 75% of GCC infrastructure spend, driven by Vision 2030’s $500 billion commitment.

The market is booming.

(03)   Approach

How we create value.

We don’t stop at a report. Each step de-risks the one after it, so by the time capital is committed the opportunity has already been tested in the market.

Identify the opening

Which GCC markets are actually open to you, and where the real openings sit.

What we do

We map the relevant GCC markets and surface the specific opportunities that fit your technology, capability, and commercial model. That means naming projects, buyers and timelines, not describing a sector.

What you get
  • A shortlist of named, live opportunities
  • The stakeholders and decision-makers behind each
  • A realistic view on timing and sequence

Screen potential and risk

A go or no-go position, before the opportunity starts costing you.

What we do

Commercial potential, local requirements and key risks assessed early, so weak opportunities are dropped before they absorb budget and management attention.

What you get
  • Commercial attractiveness assessed and sized
  • Local content and regulatory requirements mapped
  • Key risks named, with a clear recommendation

Position locally

Being understood by the people who actually decide.

What we do

We position the technology or company with the stakeholders, references and framing the region responds to. What works in Helsinki rarely lands unchanged in Riyadh.

What you get
  • A stakeholder map and engagement plan
  • Positioning and references localised for the region
  • Introductions where they carry weight

Structure the deal

Partnerships and vehicles built to hold under GCC procurement.

What we do

Partnerships, consortia, project vehicles and commercial models structured for the conditions they will actually be tested in, including how risk sits between the partners.

What you get
  • Partner and consortium structure
  • Commercial model and risk allocation
  • Support through heads of terms

Build financing readiness

A case that survives contact with lenders and authorities.

What we do

Feasibility, business case and bid material developed to the standard that lenders, authorities and investment committees expect to see before they will engage seriously.

What you get
  • Feasibility study and business case
  • Bankability review against lender expectations
  • Bid and tender material

Support implementation and growth

We stay in it past the decision.

What we do

We remain engaged through implementation and into market growth. The measure of the work is a project moving, not a document delivered.

What you get
  • Implementation and delivery support
  • Ongoing market and stakeholder work
  • Follow-on opportunity development

(04)   Sectors

Nine sectors, one value chain.

KOVA works across nine sectors that form a single chain, from the point waste is collected through to the infrastructure that processes it. Advising on any one of them usually means understanding the others, which is why we do not split them into separate practices.

  • Senior-led and practical advisory
  • European and GCC business understanding
  • Strong local stakeholder and partner understanding
  • Circular economy and infrastructure specialisation

  • Support across the whole opportunity lifecycle
